Three Rivers District Council told residents it understands they will be “frustrated” but “can assure you there is nothing more the crew could have done”.
It comes after snow hit Hertfordshire on Sunday – causing travel chaos and multiple bus and rail cancellations. The council tweeted: “Despite our best efforts, we have been unable to empty some of the bins as the contents were frozen. We understand you’ll be frustrated by this but can assure you there is nothing more the crew could have done.
