Change of use pending
A vacant tattoo parlour in a town centre is set to become a shop. Planning permission has been granted for the change to the premises in Mincing Lane, Blackburn.
A report by planning officer Jamie Edwards says: “The application site relates to a mid-terraced property situated in on the eastern side of Mincing Lane, within the Blackburn town centre boundary. The surrounding area is predominately commercial in character. The site lies within the Darwen Street Conservation Area.“The property is currently vacant and was previously used as a tattoo studio.
The borough’s public protection department recommended refusal because of odour and noise nuisance to apartment residents from the next door hot food takeaway.
