The Division I Council on Wednesday announced its endorsement of the elimination of an NCAA rule prohibiting multiple transfers by athletes, along with other rule changes aimed at the current transfer environment.
The Council also expressed its support for the implementation of transfer windows, time periods in which athletes would need to inform their school of their intention to transfer in order to be eligible for the following year. The release came on the heels of the Council's July 20 meeting; the Division I Board of Directors' vote to approve the recommendations is set to occur at a meeting on Aug. 3.
Athletes would need to be academically eligible and would have a total of 60 calendar days to provide written notification of a transfer. Those in fall sports would have a 45-day window following their sports' championship selection and another 15-day window from May 1 to May 15. The schools that accept a transfer would be required to provide financial aid to the incoming student-athlete through the completion of the student's five-year period of eligibility or undergraduate graduation., which was assembled to provide recommendations for governance changes in the new world of college sports. The group's proposed changes to the NCAA infractions process to allow for speedier investigations and outcomes were also recommended by the D-I Council.
