Inspectors also found not enough prisoners had been assessed for their suitability to have contact with children
A Nottinghamshire prison became increasingly less safe as violence and self-harm rose following a change in management. Inspectors from HM Chief Inspector of Prisons carried out an unannounced inspection of HMP Lowdham Grange from 15–26 May, shortly after the privately run prison was handed over by Serco to new operator Sodexo on February 16, 2023.
While the overall level of violence had fallen since the last inspection, the inspection explained it was now rising again. This was linked to the availability of drugs, associated debt and bullying, as well as gang-related violence - with some prisoners isolating themselves inside their cells as a result.
This was made worse by a lacking partnership between the prison and its healthcare provider, which sometimes saw clinical judgments of health workers ignored. The Care Quality Commission, which was one of the other bodies involved with the inspection and is the regulator for health and social care services, served a warning notice to the provider as a result.
HMP Lowdham Grange was the first prison to be handed from one private provider to another. HM Chief Inspector of Prisons, Charlie Taylor, said: “Lowdham Grange was struggling. Some turbulence is to be expected in the context of transition from one provider to another, but that does not mean the issues we found were inevitable.
