He was evidently just too much of a genius and the officials couldn’t handle it. It’s a classic political non-apology: saying sorry not for the offence, but for people’s reaction to the offence. And of course it’s not even really an apology for that either, because it has the implication that they are at fault for responding irrationally. He was just too dynamic a minister, too ferociously intellectual for the sclerotic world of the civil service.
