The men’s World Cup last November and December saw stoppage time in matches reach double-digit minutes on a regular basis as referees began to more tightly enforce the laws around time-wasting, and IFAB wants this approach extended worldwide. “There are two fundamental challenges,” said FA chief executive Mark Bullingham. “One is effective playing time is really variable, you can get as much as 25 minutes’ difference. So how do you reduce that?
