Former ministers who break lobbying rules should face cuts to their pensions and injunctions preventing them from working in banned jobs, the anti-sleaze watchdog will say this week.

A report by the Committee on Standards in Public Life is expected to call for a radical toughening-up of the regime governing the work carried out by ministers and civil servants after they leave government.
