Some staff 'expressed reservations about raising concerns without a fear of retribution', said the health watchdog
A major Greater Manchester hospital has been criticised by the health watchdog amid a 'breakdown of trust' among its leaders - and staff 'expressing reservations about raising concerns without a fear of retribution'.

Other areas were not inspected, meaning the trust’s ratings for how safe, effective, caring and responsive it is remain as good. The overall rating for the trust remains as good.
“The culture was very mixed within the trust. We found that staff didn’t always feel respected, supported, or valued by senior leaders, however they remained focused on the needs of people receiving care. “We saw that leaders and staff in this area worked hard to ensure people were receiving safe care. We will continue to monitor and assess the trust, to make sure that trust leaders make improvements going forward.”The trust says the downgrading of how well led it is reflects 'the challenges the board has experienced in relation to governance, leadership and relationships between former board members'.
“We have already started to take action in this area including the expansion of our freedom to speak up champions network, arrangements are now in place for people who don’t feel able to speak up internally and a review of the effectiveness and confidentiality of the process is currently underway. Thank you to those staff who have had the courage to raise, and those who continue to raise, their concerns.
