Louis Black was prosecuted by Chorley Council following an incident of flytipping on Coppull Hall Lane in Coppull
A resident has been issued a heft fine by the courts after failing to cooperate with the council in investigating a fly-tipping incident.
Investigations by a council officer led them to Black, who lived on Foxglove Drive, Whittle-le-Woods. Several attempts were made to interview Black under caution to ascertain his part in the incident. However the council said following his failure to attend, they instigated proceedings against him anyway for failing, without reasonable excuse, to provide assistance to an authorised person in the execution of his power or duties under the Environment Act 1995. Black was eventually fined £440, and Chorley Council were awarded costs of £220 and a victim surcharge of £88.
