that was hailed as a gamechanger in global climate change negotiations could quickly fall apart unless details of reparations from wealthier countries are set in stone, experts have warned.
And by, in effect, bearing responsibility for their actions in this way, climate change negotiators hope the goodwill created means developing countries will be much more willing to take steps to cut their own emissions and help the planet avert catastrophic climate change. “Rather than worrying about whether we can find a few billion quid here, or there, we need to accept that if we don’t make progress in the international talks that’s going to cost a lot more in the short to medium to long term,” he said.
“China has said we are a developing country and therefore, we have no reason why we should fund this even though it’s been pointed out that their historic emissions are now almost the same as the EU,” said Professor Mark Maslin, of University College London. Given how long it is taking richer nations to fulfil pledges to provide $100bn of financing a year to poorer nations to fund measures to cut emissions and adapt infrastructure to climate change it seems unlikely that much larger sums will be provided for loss and damage for some time to come, experts said.
“We need it because one event can undo 10 years of development gain. One event can condemn a country to a poverty trap. “The north should remember that they’re 90 to 95 per cent responsible for the situation we’re in now.
