For people with older, non-compliant vehicles there is a scrappage scheme by which applicants could receive a payment to scrap their vehicle and help fund a newer one.Some vehicles are totally exempt from having to pay the Ulez charge regardless of their emission output, including:agricultural vehicles, like tractors and harvesters
