Vadym Melnyk detailed his ambitious and lengthy plans to ‘remobilise’ his unit and begin seizing assets belonging to Russian aggressors in Ukraine, days later he resigned The head of the Economic Security Bureau of Ukraine was forced to resign amid a fallout with the government on the best way to tackle corruption, insiders from the unit have claimed.
The ESBU under Mr Melnyk had planned to contradict the traditional view in Ukraine that tax authorities are a tool of the country’s elite to leverage claims against competitors and opponents. It was conceived as an umbrella body to investigate all manner of economic crimes and work independently of other agencies and the country’s elite to objectively stamp out corruption.
A senior investigator in the ESBU said Mr Melnyk disapproved of the government appointments and felt that parliament was trying to influence his unit’s investigations. Mr Melnyk’s resignation has put a bump in Ukrainian President Volodymyr Zelensky’s ambition to root out corruption from the country’s ranks. Earlier this year 15 senior officials had been dismissed or resigned, including Ukraine’s deputy minister of infrastructure, Vasyl Lozinskyi, who was accused by prosecutors of allegedly siphoning of $400,000. He was detained by anti-corruption investigators and dismissed from his post. He has made no comment on the allegations.
