Andrew James Hughes was rushed to the Royal Preston Hospital after the crash which happened close to the Grand Hotel on the Promenade at around 12.40pm on Sunday June 25. Tests revealed he had suffered a traumatic head injury and intracranial haemorrhage and despite the best efforts of doctors he was pronounced dead at 9.30pm.

The coroner added: "I am satisfied that the threshold for me to open an inquest has been met and clearly an inquest is required."
