But concern about climate change will make the PMs green reversal a hard sell

nowadays, but rising prices and inflation is number one. Furthermore, our research consistently shows that while support for net zero policies is generally strong, it can weaken where personal cost is involved.

A good example of this relates to the plan to phase out the sale of gas and coal boilers. Last November, Ipsos research showed 49 per cent support this and 29 per cent oppose. However, when the idea was introduced that individuals might pay more to install a heating system in their home, support fell to 31 per cent and opposition rose to 45 per cent.

Conservative voters also tend to be that bit more sceptical when it comes to net zero policies. In the poll above we found that 2019 Conservatives were split equally between those that supported and opposed phasing out gas and coal boilers before a financial cost was introduced. When it was they were overwhelmingly opposed. As Sunak seeks to rebuild the Conservatives’ 2019 voter coalition, youAnd yet his shift is fraught with risk.

Making controversial policy decisions requires leaders to take people with them. The Prime Minister will need to explain how he intends to square a circle where he plans to keep the 2050 net zero target whilst relaxing some of the measures designed to meet it. He will need to be clear how his changes will make the public better off too. All at a time when confidence in the Government is low and eight in 10 are dissatisfied with how it is running the country. This will be no easy task.
