However, when the idea was introduced that individuals might pay more to install a heating system in their home, support fell to 31 per cent and opposition rose to 45 per cent.

Making controversial policy decisions requires leaders to take people with them. He will need to be clear how his changes will make the public better off too. All at a time when confidence in the Government is low and eight in 10 are dissatisfied with how it is running the country. This will be no easy task.
