PC Jon Kelly is facing a range of misconduct allegations alongside PC Ellen McLachlan
A Lancashire Constabulary police officer called a man who had been tasered a “skanky f***er” and "scum", while also telling him “hopefully your dog will get run over”.
Mr Pepper was ultimately detained and charged with possession of a bladed article after he found to have a knife, though this was never seen during the initial incident in which he was dealt with by PC Kelly and PC McLachlan. Mr Apthorn, bringing forward the case on behalf of Lancashire Constabulary, previously told the panel that use of the taser was not necessary or proportionate to the situation.
PC Jaqis said: “When we viewed the footage, PC Kelly said ‘it doesn’t show anything’. When we came to the form, PC PC McLachlan said it didn’t show the domestic or the assault so it wasn’t evidence”. That decision would eventually become subject of a “wholly inappropriate” meeting convence by another officer - PC Gavin Blades.
