The powers wouldn’t allow full lockdown to be triggered, but authorities would be able to introduce limited measures including mask-wearing, social distancing and closure of events if NHS services in the area become strained. ‘These powers cannot be used to impose restrictions on all premises in an area and it is recommended that local authorities consult with directors of public health when taking such decisions.
