He was advised the ambulance service was ‘very busy at the time’, and Luke asks if he can just go to A&E. The court hears chest pain is an ‘exclusion’ for that advice. A second call to 111 comes at 9.04am on October 23. The adviser was told they could not speak to Luke as he was ‘currently vomiting’. Ms Blower says 111 advisers are often faced with patients not wanting an ambulance, otherwise they would have called 999. “I think there is some learning… about making sure we direct that question to patients,” she adds.Ms Blower says Luke’s case warranted a ‘blue right response’. She says not all category three incidents are, such as contacts made by GPs, but all dealt with by 111 or 999 are.
She says a patient with symptoms would be answered by a health adviser. “All patients have the right to autonomy and they are able to make decisions… if someone chooses not to follow the advice given, they have autonomy,” Ms Blower said.
