The move will affect two million of the lowest-paid workers, the chancellor will tell the Tory conference.
The national living wage is set to increase to at least £11 an hour from next April, the chancellor is to confirm.
In his speech on Monday Mr Hunt is expected to say that whatever the recommendation, the rate will increase to at least £11 an hour. Calling the issue a "fundamental matter of fairness", he will add: "Those who won't even look for work do not deserve the same benefits as people trying hard to do the right thing."
The assessment decides how much an individual's illness or disability limits their ability to work. If someone is deemed fit for work their benefits may be withdrawn. Asked about tax cuts, Mr Hunt told the BBC: "I would love to cut taxes before an election - that is very consistent with Conservative ideology - but to do so now would be inflationary.
