The application sought outline application seeking approval for access and scale for erection of a 11-storey mixed use building comprising of up to 124 apartments and ground floor leisure/retail space with associated landscaping and parking, following demolition of the existing building.The indicative plans show a main reception to the proposed building facing on to and accessed from Tithebarn Street, with secondary pedestrian accesses proposed to all other elevations.
Vehicular access would be taken from Bishopgate via three T-junctions to access 23 car parking spaces to the rear of the building. The proposed plan indicates 23 parking spaces would be provided including one disabled and two electric vehicle charging points.No affordable housing is proposed due to financial viability reasons.
United Utilities had raised concerns over the lack of investigation of infiltration potential at the site and as such request a condition requiring additional investigation and assessment of sustainable drainage options prior to development. County Highways did not object to the principle of the scheme but raise concerns over potential impact on Tithebarn Street and Old Vicarage, which are important bus routes, during demolition and construction and safe access for pedestrians.
