A council is to refund a coffee stall owner more than £15,000 after a watchdog found she faced unfair procurement practices to secure a seaside rental site.
The Northern Ireland Public Services Ombudsman upheld her complaint, finding that the council's processes were "flawed" and amounted to "maladministration". She told Belfast Live: "I'm just appalled by their behaviour and how long it has taken them to hold their hands up and say they were in the wrong.
But separately, an unnamed council official was also quoted continuing to dispute the report, saying it placed officers in an "unfair level of disrepute". The procurement exercise for the concessionary licence for the car park site was conducted in March 2021.
