However, not long after moving in Mr Longstaff started to notice anomalies in the amount they were being charged by Accent, which collects a service charge to cover things such as maintenance and repairs.
Some of the examples of overcharging included £748.70 for the replacement of eight lightbulbs and charging £882.20 instead of £88.22 for repairing a TV aerial, the latter “due presumably to a typing error”, the tribunal noted. Despite the ruling, Mr Longstaff said he and Wendy, who is now in the final stages of her life, will “never forgive” the housing association as fighting the charges has “destroyed the last two years”.
“People on this estate have always felt they’ve been exploited because they’re seen as a vulnerable, elderly population,” Mr Longstaff said., said “service charges are a huge issue for many leaseholders and shared owners because it’s a considerable outgoing and it’s something you can’t really budget for, because there’s no capping on these service charges … and the reality is your only hope is to try and sell on the flat to the next ignorant person and hope they won’t notice.
In a statement, Accent Housing Association said it had “accepted” the findings of the tribunal and refunded residents.
