Over 700 kids in care were sexually abused over 50 years, devastating inquiry finds
The report heavily criticised the left-wing culture of the council, which wanted to “take on” 1980s PMThree homes, Shirley Oaks, South Vale and Angell Road, were “brutal places where violence and sexual assault were allowed to flourish”.
The report said: “Many councillors and staff purported to hold beliefs about equality but failed to apply these to children in their care.”
