Pictures of the scene show six police vehicles behind the BMW – which has a smashed windscreen, damaged bumper, and had come to rest against a bollard.
A Herts Police spokesperson said: “An 18-year-old man was arrested on suspicion of theft of a motor vehicle, driving dangerously and failing to stop.“Both have been released on police bail while enquiries continue.”
