that the ability to rapidly access mobile phone data has been transformative. One officer with a large urban force said: “Criminals live their lives through their mobiles like everyone else. But whereas other people are messaging friends or checking the football scores, they are using these devices for intimidation, drug deals or accessing illegal images. The ability to get that information stops crime and, more importantly, stops harm.
It is understood the Home Office acquired two phone unlocking licences in 2019, since expired, for use in immigration investigiations where the suspect refused to provide investigators with the phone pin.
Ms Carlo said: “The technology in this area is improving. It is now possible to selectively download from phones so the level of intrusion can be managed. But there is so often a gap between what is permitted or possible and what happens in practice. We see data getting lost or going to the wrong person. There is still a lot to be done in terms of establishing good day-to-day practice.”
