The Regional District of Nanaimo will change its voting formula, as new municipal boundary lines and a projected population increase with the 2026 census will no longer accommodate its existing vote structure.

The Regional District of Nanaimo will change its voting formula, as new municipal boundary lines and a projected population increase with the 2026 census will no longer accommodate its existing vote structure.

The RDN is asking the public to weigh in on a change before it goes to the Ministry of Housing and Municipal Affairs for approval. “Every community gets a set number of directors and a set number of votes based on its population. Reducing the total number of directors or votes can change the outcome of a vote,” writes an RDN spokesperson in a release. “In reviewing the voting formula, the RDN Board is considering not only the numbers, but also values such as fairness, equity, and inclusive regional governance,” they write. The proposed voting structure would increase the voting unit, the number that determines how many votes each area gets, from 2,500 people to 2,600. It would also change the voting divisor, the number that determines how many directors each community needs to appoint to the RDN Board based on how many votes it receives, from 5 to 6.7. For Electoral Area B: Gabriola, Mudge and De Courcy Islands, the number of directors, one, and voting strength, two, would not change. The biggest change, and the primary reason for the update, would be seen in Nanaimo. The number of directors from the city would go down from eight to seven, allowing for two alternates or a non-voting First Nations member to have a seat at the table. The city’s voting strength, however, would be increased based on its population from 40 to 45. The RDN is asking the public to share their views on the voting formula options between 8:30 a.m. Mar. 11 and 4:30 p.m. Apr. 17.
