In essence there are two schools of thought on this. One group is relatively transactional, seeing compulsory military service as underpinning the functions of the Armed Forces and essentially solving the issue of poor recruitment. They also dream of conventional forces in large numbers, a reassuring boost for the UK’s place in the world.
But the senior commanders who would receive this “gift” simply do not want it: National Service would create Armed Forces of a size required in the late 40s and 50s, not for the strategic imperatives for the 2020s, and would be the exact opposite of pursuing greater technological advantages which is our current goal.
The other school of thought sees this as a forward operations base in the conservative fightback in values. They hear the staccato rattle of Jack Nicholson’s US Marine Colonel Nathan Jessup in, and they know he is right when he barks at Tom Cruise’s liberal attorney: “We use words like honor, code, loyalty. We use these words as the backbone of a life spent defending something. You use them as a punchline.
Conservatives see the power immanent in military service. When you watch the annual commemoration of Remembrance Sunday at the Cenotaph, or the changing of the guard at Buckingham Palace, or just the wry good humour of British soldiers – taciturn, world-weary, their world view expressed in the roll of an eye – you see something enormously powerful and attractive: a concise set of virtues and ideals firmly held but unshowily carried.
But to imagine this can be leveraged by the artificial revival of National Service is to look at the process the wrong way. Concentrate on the virtues and beliefs you want to inculcate, of course, but find new and organic ways to nurture them. That is much more positive than recreating the ecosystem of your grandparents and hoping that a similar result is achieved more than six decades later.
