a risk to Keir Starmer’s recovery in traditional seats, where scepticism about the benefits of immigration remains high. Labour packages its anti-immigration stance as an end to “cheap labour”. But that leaves a giant hole in explaining how a stressed economy moves to the promised land of “high skills, high wages”, other than over many years and with substantial investment, which in turn requires strong growth to fund it.
Refugee numbers are technically a different category. But they raise the same question as to whether the UK is a country defined by its openness, or increasingly, by how many foreigners it keeps out – most recently by embracing a plan to deport claimants who arrive illegally to a troubled African state south of the equator.
