And it’s Street’s record of delivery more broadly as Mayor that has ensured a close working relationship with the Tory Government.

Like Khan, Street is aiming for his third successive election victory next year. But unlike Khan, he will be competing as the party of Government – and in a region where that party’s brand has had a chequered history, to say the least. Smart Tories have long realised that the West Midlands can be a fertile territory that can swing general elections. When Margaret Thatcher won in 1979, Birmingham Northfield and Selly Oak – which housed workers at the enormous Longbridge car plant – both went Conservative. Dudley has long been a bellwether town.

The region also has a new “deeper devolution” deal with Whitehall, giving it a single pot of funding to match arrangements in Scotland and Wales. Street knows he could get even more done if he was granted powers to retain chunks of air passenger duty , vehicle excise duty or VAT raised locally.
