that the proposals were the subject of serious concerns among certain members of the Cabinet due to fears it will push up prices for consumers.
Devised by Michael Gove in 2018 when he was environment secretary, the proposals are now being spearheaded by his successor Thérèse Coffey, who told MPs recently that she wanted to make the scheme “as successful as possible”. But industry leaders have repeatedly warned that creating an entirely new bespoke recycling programme led from within Whitehall is unworkable, and would lead to an extra £2bn in costs for the food and drink sector, which would be passed on to consumers.
Richard Benwell, CEO of Wildlife and Countryside Link, said: “Like smoke pouring from an old banger, excessive waste is a sign of an unfit economy – burning through raw materials, inefficient, and unhealthy for everyone. With flatlined recycling rates, swelling landfills, and too much waste being exported, further delay is a wasted opportunity.”
