Calls to increase state pension age or extend means-testing so that “wealthy” pensioners get nothing, may have a superficial short-term appeal. However, they would up-end the whole edifice and risk plunging more older people with poor health and low incomes, into penury. Indeed, as the state pension age rose to 66, poverty amongMass means testing is no solution either.
Of course searching for cost-cutting with a massive fiscal deficit is sensible. But better ways of reducing pensioner spending are available, without attacking the core element of the welfare state contract. Rather than cutting the already very low state pension, or making everyone wait longer to receive anything, the government could increase the number of yearsfor a full pension from the currently-required 35 – which is nowhere near a full working life. Those who started work at 16, could have a full record at 51, or at just 56 if starting at 21. Requiring 45 years seems a fairer way to control costs.
