It would be hoped now that tell-tale signs of possible abuse would be flagged by teachers, family members, or close friends. But she had no one to speak up for her.Sue is stoic, even upbeat. This is remarkable considering what she has endured. But - despite all the signs that something wasn't right, the disclosures she made to her mother, her absences from school, her sad, silent demeanour - no-one raised the alarm about this man.
"The anxiety levels I had were just horrendous. I couldn't concentrate at school. I couldn't stay at home because my mum would allow him to come upstairs. "My mum took it that was having an affair with him - aged 14 - rather than him abusing her - a child. I was utterly confused as to what was normal and what wasn't. All I knew was that I had to keep away from him. My mother always said to me 'don't let him put his willy inside of you, that's wrong' so I wouldn't let him.
"I daren't scream for help. I would have got a good hiding. I was so timid in those days. I froze. He walked away and stared at me for a long time. I just looked straight back at him - it was some small defiance. He never touched me after that." GMP said in 2017 that, as a result of the new inquiry, a man, then in his 80s, had been interviewed under caution and the investigation was ongoing. In a statement GMP’s Serious Sexual Offences Unit, said at the time: “Our team is working hard to uncover the full extent of this historical sex abuse.
Sue added: "She was married and I just know he was having sex . He touched me until I was 16. I didn't know that I could say no." Sue provided a second interview when her allegations were reinvestigated in the wider probe in 2017. Police took accounts from two other complainants and contacted a fourth. But again, the CPS concluded there was no realistic prospect of conviction in any of the allegations.
"There is a statement from your neighbour in which she recalls you saying that the suspect had abused you. The other two complainants allege similar sexual abuse against the suspect, and the general nature of the evidence suggests that the suspect has spoken and behaved in an inappropriately sexual manner towards young girls."
"May I reassure you that the fact I have come to the decision in this letter does not mean that I disbelieve you, or that I favour the suspects account over yours. My role...is not to decide which version of events I prefer, but rather to make a fair, independent and objective assessment of whether there is a realistic prospect of conviction on the evidence and information before me."
Tragically, she says the man who was the subject of a GMP investigation was not her only abuser. She told police she was first abused aged three by a stranger who led her into an alley and promised her some sweets. “It is not the function of the CPS to decide whether a person is guilty of a criminal offence, but to make assessments about whether it is appropriate to present charges for the criminal court to consider.”
'Any investigation would be reviewed if new evidence came to light' A spokesperson from Greater Manchester Police said: “Greater Manchester Police gathered all evidence available at the time and presented it to the Crown Prosecution Service. However, it did not meet the threshold for a prosecution.
