has said ministers spend too much time “arguing about marginal differences in tax and spending” as he launched a new plan for a “technological revolution”.set out more than 40 recommendations on how to use technology to transform the economy inThey include introducing digital ID cards which combined an individual’s passport, driving licence, tax records, qualifications, and right to work, and encouraging the use of artificial intelligence assistants in schools.

Comparing today’s politics to the industrial revolution in the 19th century, Sir Tony told BBC Radio 4’s“The interesting thing about this from a political point of view is, this 21st-century technology revolution, it is the equivalent of the 19th-century industrial revolution,” he said. “The problem for politics is that unless politics starts to ask the right questions about how you harness this technology, mitigate its risk, but embrace its opportunities, then we risk doing what actually happened in the 19th century. He said politics was currently stuck in a “20th century” mindset, which he described as “arguing about marginal differences in tax and spending”.

The report by the two former political heavyweights, once rivals in the House of Commons, also proposed limiting the power of the Treasury to “micromanage” spending on science and technology and appointing ministers who weren’t MPs and peers to “rewire” Whitehall’s approach to innovation. “Here’s the problem: we’re spending a lot, we’re heavily taxed and the outcomes are poor. So the question is, what changes that situation,” Sir Tony continued.
