Boris Johnson and Rishi Sunak are both believed to be standing to become the next Tory leader and Prime Minister An online vote to decide the Conservative Party’s next leader could be seriously vulnerable to “hostile powers” such as Russia and China and should not be used, UK and international security sources have warned.

If more than one MP meets the threshold to stand, Tory Party chairman Jake Berry said there would be an “expedited, binding, online vote of Conservative Party members to choose the next leader.” The 160,000 Conservative members would have until Friday 28 October to go online and vote for the next PM.

The source said there would be a “small chance of bad actors rigging things” and the interference from another state was “certainly not beyond the realms of possibility.” A former cyber investigator at the National Counter Terrorism Security Office said that mass electronic voting is always open to “widespread abuse” and warned that while the Tory leadership vote would be less vulnerable than a general election, hostile states will make attempts at “hacking into the system to skew any vote.”The Intelligence and Security Committee of Parliament warned of election interference in its 2020 Russia report.

“As the UK’s national technical authority for cyber security we continue to provide advice to the Conservative Party, including on security considerations for online leadership voting.”
