Residents have voiced their worries over a second children's home setting up in Foulridge, near Colne
Residents and councillors have expressed frustration with the planning system and care home companies, over the development of a second children’s care home in a small hamlet in east Lancashire.
The Foulridge Hey Fold Barn lawful certificate application was debated at the Colne committee with residents and councillors objecting. No representative for First Blue Healthcare spoke. Pendle’s planning head, Neil Watson, firstly apologised for a mistake about a previous decision with the application. It was the first time this had happened in 33 years, he said. It meant councillors had to consider it again.
Regarding the alleged conduct of care companies, Mr Barnes said: “It seems like companies like First Blue Healthcare are using opportunities. Trying to get change-of-use under the radar. The argument is there’s very little change. That’s how they are going to operate. It’s easy to rubber-stamp it.” Steven Whitaker said: “I’m a resident and also have 25 years’ experience with NHS mental health settings. This home is not a mental health facility but it will be a home to children who are likely to have experienced stress or trauma. In my experience, they are likely to relapse. Sometimes children at Jacob’s House require more care. A previous resident required three carers. If this second home is allowed, there would be five children , more traffic and staff.
