Opposition Conservative and Our West Lancashire councillors said a new draft Council Plan Annual Report ignored problems
Councillors have narrowly voted against a draft West Lancashire Borough Council annual report after claims the document was a glossy public relations exercise which failed to reflect the challenges the authority faces.
She said: “It is clean, smart and easy to read. I love the way it is laid-out and colour coded. It’s a nice read for residents. Our officers have worked extremely hard through the pandemic yet still delivered on key things for the council and West Lancashire. It’s an ambitious plan but achievable. ” He added: “How will Labour’s plans be achieved? I am happy to work across political parties but I cannot support this.”He said: “This reflects the hard work of staff but other elements of it give me concerns. I cannot support it. It’s heavy on commentary but lacks evidence of success. For example, there is a section about CCTV but nothing about the level of impact. We have been asking for details for months but not had a detailed reply.
Councillor Owens then spoke about staff raising concerns with him, He said: “I’ve been a councillor for 23 years. Never in that time council staff approached me on a confidential basis , whistle-blowers if you will, until this year. It happened twice. I advised use of the formal whistle-blowing policy in both instances.
