Bullying is endemic in the Civil Service as pressure to deliver government policy can lead to harassment of junior staff, a former top civil servant told theipaper
Mr Slater suggested that the strain that is placed on those higher up in the service to deliver government policy can lead to harassment.
The increase in clashes between ministers and senior officials and the spate of high-profile dismissals, including that of Sir Tom Scholar, who was ousted from the Treasury on Kwasi Kwarteng’s first day as chancellor, have been blamed on the lack of “air cover” provided by the Cabinet Secretary, Simon Case.: “He is totally inexperienced and has never run anything in his life. He’s not qualified for the job, and therefore he can’t do the job very well. He’s just not the right person for the role.
“There have been a number of ministers, Michael Gove is perhaps the most prominent, who have always seen advantages in the US system whereby senior civil servants are politically appointed,” Mr Slater said. One former special adviser who worked in the administrations of Boris Johnson and Liz Truss said: “Some of the civil servants were brilliant but some were just useless. If I found a good one I would make sure to keep hold of them.”
