Eugene Thuraisingam, a defense lawyer who has worked on Singaporean drug-related death penalty cases, tells TIME his clients usually fall into one of two groups: either “addicts who traffic in drugs to fund their drug addiction” or “extremely poor persons who are willing to take the risk of trafficking in drugs to make a small amount of money.” Either way, the deterrent does not work on them, he says.
