Wrecking ball nears for Pendle Rise shopping centre which 'presents poor image for Nelson' as major step taken
Plans to knock down an aging and underused shopping centre have taken a major step forward with a full planning application now submitted.
The application has been submitted by PenBrook Developments Ltd - a joint venture between Pendle Borough Council and private developer Brookhouse Group. It argues that the current facility "presents a poor image for the town" and that revitalising it could reverse a trend of falling footfall.The shopping centre was first built in the 1960s and the application argues the facilities are now dated, "with many retail spaces remaining empty and unfit for purpose".
In the application, it is warned there is no realistic prospect of private sector interest in regenerating the shopping centre, something which led the council to intervene and pursue the public funding. If all progresses as planned, a discount food retailer will anchor the new development and the remaining units will include a greater range of sizes and aim to attracted a variety of national and independent retailers.
A report submitted with the application states: "As previously set out, the main purpose and rationale for this application is to address the continued decline in footfall through the town centre and increase in vacant commercial units. It is a well-known national problem that due to changes in consumer shopping habitats including the rise in online shopping, the high street and many town centres are struggling to cope.
