Dr Surya Dhulipala didn't administer life-saving oxygen in time to save baby Finnley James Adam Morris

Emma Morris' son Finnley was born at Blackpool Victoria Hospital on October 1, 2020 after his movements reduced. When Finnley was born medics described him as "pale, floppy and not breathing".

The MPTS panel, which adjudicates on complaints made against doctors and makes independent decisions about their fitness to practise, heard at the beginning of the tribunal Dr Dhulipala admitted to all six allegations of impairment by reason of misconduct. He said: "Eight minutes after birth, Dr Dhulipala was the most senior clinician present and responsible for leading resuscitation. Under Dr Dhulipala's care his heart rate failed to improve and never increased beyond 60 beats per minute.

The panel heard that a registrar at Dr Dhulipala's level "ought to have been able to manage" Finnley's care and should have been competent in treating "even the smallest of infants" in such circumstances. Consultant neonatologist Dr Sandie Bohin, who was asked to assess the care provided to Finnley, said that Dr Dhulipala's failure to carry out the "standard procedure" of inserting a umbilical venous catheter to allow adrenaline to be administered until 29 minutes after his birth was "seriously below the standard expected" of a registrar.
