Lancashire terraced houses 'can't be improved due to planning laws', council told

Planning policies which limit extensions to thousands of traditional Lancashire terraced houses are outdated for modern life, put huge swathes of housing at risk of becoming neglected and are contributing to unwanted pressure on green land for new homes, it has been claimed.

Lancashire terraced house extensions have been hotly-debated over the past year at Pendle Council. Some of the borough’s four area committees have been criticised for allegedly bad decisions, where councillors have voted in favour of extensions against the advice of planning officers. The Nelson, Brierfield & Reedley Area Committee has been singled-out for criticism at times.

Nelson saw some new terrace homes built in the Housing Market Renewal era but there were also campaigns there to save and enhance old Victorian terraces rather than totally demolish whole neighbourhoods. Today, the town has a mixture of different terraced areas, some of which are designated as conservation areas and others are not.

“In many cases, people want to extend into the roof, which increases living space and insulation. Sarah Cockburn-Price says we have to make a judgement not because it isn contrary to policy but because of the design. What is being said is we don’t like the design. “Let me remind you about the Housing Market Renewal programme, which was funded by the last Labour government. When the Tories got elected in 2010, the first thing they did was axe the Housing Market Renewal fund.

He added: “I have been on the Nelson Area Committee and I have generally supported dormer windows within reason. We must be careful about how we discuss these things.” Risk of 'unloved areas' and housing pressures on green sites Another planning application was for a rear single-storey extension and insertion of dormer window to the front roof slope at 12 Wickworth Street, Nelson, for applicant Bilal Hussain. Pendle planning officers had again advised refusal on grounds including the extensions being overbearing on a neighbour’s house.
