"We will regard the use of the dirty bomb by the Kyiv regime as an act of nuclear terrorism," Russia's UN ambassador Vassily Nebenzia wrote in a letter to UN secretary-general Antonio Guterres and the Security Council.
Meanwhile, Russia continued to evacuate its citizens from the city of Kherson - which is set to become the centre of a fierce battle.
